While it is true that God may, at times, test us by withholding essentials, it is also the case that some remain in poverty simply because many to whom God has entrusted resources are not being good stewards at all. They are not sharing or distributing the resources, but instead use them for personal advancement.
Such was clearly the situation with the rich man and Lazarus.
God is certainly going to greatly console those who, for this reason, are left to suffer under the merciless hand of poverty – provided they hang on like Lazarus. But He shall eternally separate Himself from those who so fail to steward what is entrusted to them, just as He did with the rich man.
